CCTV surveillance is now an integral part of the overall security apparatus across the world. The university has a significant responsibility to take appropriate steps to protect personal privacy and civil liberties when it operates security camera systems. When successfully deployed, security camera systems enhance overall campus safety and security, deter crime, and otherwise support the protection of people and property. A security camera is defined as video surveillance technology that records people’s activities in order to detect, deter, prevent, or investigate crime or other threats to public safety.

In a bid to improve the quality of medical education in the country, regulatory body NMC has issued an advisory recommending installation of cameras in the premises of all medical colleges and institutions. This is in continuation of the digital mission mode project being run by the National Medical Commission (NMC) and the erstwhile Medical Council of India to ensure and monitor availability of adequate number of patients teaching faculty and also to monitor regular teaching programs in the medical colleges. This is a step forward towards developing a robust monitoring mechanism and providing for transparency and accountability in functioning of medical colleges, official sources said.

If utilised properly, this would also be a way forward for digitisation of the assessment process for approvals being granted to medical colleges either for enhancement of under graduate courses or starting or enhancement of postgraduate courses, they said. "Use of such technology and artificial intelligence would make assessments and instructions transparent and an ongoing process instead of the current one time process," an official source said.

The most important things they can incorporate on all IP equipment are much more tangible—Trusted Platform Module (TPM) and National Defense Authorization Act (NDAA) complianceThe primary concern should be that the vendor is providing a system that is secure and in compliance with ISO 20243, particularly when it comes to assurances regarding the supply chain. Today more than ever, it is essential that video appliances are held to an IT standard, including TPM and NDAA compliance. The importance of making these properties a top priority has become a standard for end-customer expectations.
But installing a CCTV camera doesn’t mean you’re safe; here is a list of seven things you ought to consider before securing your territory with closed-circuit television cameras:

#1) Deciding how you’ll be monitoring the system

If you decide to monitor your system using the Internet, getting an IP Address for your Digital Video Recorder (DVR) or Network Video Recorder (NVR) will equip it to survey and record easily; an Ethernet cable carries all information via the Ethernet witch.

#2) Determining the number of Closed Circuit Television Cameras required

Depending upon the nature of your requirement and the expanse of the area you want to survey, decide on the number of cameras required to ensure complete security. As per the NMC guidelines, the medical colleges have been advised to install cameras at OPDs (depending upon number of OPDs in the college). The cameras should cover the medicine, surgical, gynaecological, paediatrics and orthopaedics OPDs, the highly-visited OPDs in a medical institution.

#3) Positioning the CCTV cameras

One camera needs to be installed at the main entrance of the hospital and college and two cameras at the patient registration counter. All lecture theatres in the medical college should be equipped with cameras.

The pre-anaesthesia area, recovery area in the operation theatre complex, faculty lounge and attendance marking areas, anatomy dissection hall, physiology laboratory, biochemistry UG laboratories, pharmacology laboratory, patient attendant waiting area and emergency and casualty ward need to be equipped with cameras, the NMC stated.

#4) Placing the DVR/NVR

It is paramount to secure the digital video recorder (DVR) or the network video recorder (NVR). If you lose the DVR or the NVR to the trespasser, needless to say, you lose all the money you spent on your CCTV camera along with your stolen valuables! If you place your DVR or NVR centrally, you can minimize your cabling cost and reduce the complexity of your closed-circuit television system.

#5) Deciding on power backup of CCTV Camera

The constant power supply would ensure incessant surveillance. Thus make sure you have both constant power supply and a reliable power backup in case of power cuts to ensure security at all times.

#6) Deciding how you’ll be create Secure Network system

NDAA compliance assures that the video recording appliance does not include System on Chip (SoC) or other components capable of processing software from banned Chinese companies. All servers and workstations use NDAA-compliant chipsets as a standard. Having the NDAA seal of approval guarantees that the product is fully supported under those regulations as federal agencies have banned all non-compliant equipment from RFQ’s and projects. Those companies not adhering to NDAA standards are unable to work with any federal organization via a published blacklist. Business and commercial entities are also following suit, as they have privacy concerns consistent with the federal government as well.

Trusted Platform Module enhances computer privacy and security. Consider it a hardware-level security measurement to protect your video recording device from malicious attacks. Once the TPM module is enabledthat physical chip is now permanently tied to that specific server or workstation and cannot be moved to any other system. TPM-based microchips on system boards offer another layer of hardware and intrusion security.

This software agnostic TPM module is utilized for high-level security file encryption, network security, and password management. These modules are secured by cryptographic algorithms and ensure total system security for the most sensitive data on your video recording system. As a matter of fact, TPM modules are a standard requirement from every video management software manufacturer and independent software vendor in the security marketplace.

#7) Testing the CCTV Camera system

After you’re done with the installation process, it is very important to have a test run. Any problems that you might face with your closed-circuit television system, can be best fixed before it’s too late – a stitch in time, does save nine!

#8) Maintaining the CCTV-cameras

Best practices include cleaning the cameras on a monthly basis to rid them of any dirt, cobwebs. Timely replacement of the cables used is also advised to keep the systems from any potential failures in the most crucial of hours.

#9) "Cameras never lie". But how will one know, unless one 'sees' what the camera 'saw'?

Regular auditing of CCTV footage by the public means that the Police/LEA have more 'eyes' working for them through crowdsourced surveillance. ন্যাশনাল মেডিক্যাল কমিশনের চেয়ারম্যান ডা, সুরেশচন্দ্র শর্মা তাঁর প্রস্তাবে নির্দিষ্ট করে জানিয়েছেন, সিসিটিভিগুলি যেন ডিভিআর উচ্চক্ষমতার নেটওয়ার্ক যুক্ত হয়। সাংসদ তথা চিকিৎসক সংগঠন আইএমএ তরফে শান্তনু সেন বলেন, ‘‘কিছু অসাধু রয়েছেন। তাঁদের নিয়ন্ত্রণ করতে কমিশনের এই পদক্ষেপ।’’ জাতীয় মেডিক্যাল কমিশনের এই প্রস্তাবে চিকিৎসক-অধ্যাপকদের একাংশ যেমন অসন্তোষ প্রকাশ করেছে তেমনই আরেকাংশ বলছে, এই নিয়ম আগেই ছিল। কলকাতা মেডিক্যাল কলেজের অধ্যক্ষ ডা. রঘুনাথ মিশ্র বিষয়টিকে গুরুত্ব দিতে নারাজ। তাঁর কথায়, কলেজ বা হাসপাতালের কোনও জায়গা সিসিটিভিতে দেখতে না পেলে মাঝে মধ্যে ফোন করে।

মেডিক্যাল কলেজগুলির দৈনন্দিন কাজে সরাসরি নজরদারি চালাতে উদ্যোগী ন্যাশনাল মেডিক্যাল কমিশন। দেশের সব মেডিক্যাল কলেজের মূল প্রবেশদ্বার-সহ ২৫টি স্থানে সিসিটিভি বসানোর ফরমান জারি করল কমিশন যেটা খুব ভালো প্রস্তাব, কিন্তু পাশাপাশি ক্যামেরা চলছে কিনা এবং তা ঠিকমতো সংরক্ষিত হচ্ছেকিনা তা দেখার জন্য প্রতিদিন ভিডিও চিত্র নিরিক্ষণ করা উচিত। IP ক্যামেরা বর্তনীতে যেন এই ভিডিও প্রতিলিপি সুরক্ষিত থাকে সেবিষয়ে নজর রাখতে সেই ধরণের IP ক্যামেরা DVR / NVR  বসানো উচিত। আপনাকে দেখতে হবে সেই IP দ্রব্যটি যেন NDAA অনুমোদিত হয়।

AI Based Camera Output Triggers Strobe Light 

Artificial Intelligence (AI) security cameras are specialized network IP cameras that perform advanced analytical functions such as vehicle detection, person detection, face detection, traffic counting, people counting, and license plate recognition (LPR). These artificial intelligence functions are achieved using highly advanced video analytics software that is built-in to the camera and recorder they are connected to. AI cameras can be used as a stand-alone device by recording to an SD card, or they can be connected to a network video recorder (NVR) to create a multi-camera AI system that records to a central hard drive. Please note that only certain models are capable of license plate recognition / automated number plate recognition (ANPR).

 

DVR / NVR Alarm Relay Output

Please note that the the alarm strobe light is self-powered. The alarm outputs on the DVR / NVR are simple relays (they are either open or closed). They DO NOT provide any power output. Also, please note that you can ONLY connect low voltage devices alarm devices to these alarm relay ports. Connecting high powered devices can fry your motherboard and ruin your DVR / NVR.

Important WARNING! The maximum current rating of these alarm relays is 1A, the voltage is 30VDC/ 250VAC, so the maximum power rating is 30W for DC alarm device, 250W for AC alarm device.

You can see above how I wired the strobe light to the output port. Notice how the strobe light’s 12V DC power supply is connected in-line. I used 18 gauge 2 conductor PVC Insulation Jacket Unsheilded / Stranded Copper wire to connect the strobe light to the recorder.

Here is a close-up of the alarm output ports on the back of the DVR / NVR. I am using the COM1 and NO1 ports. NO stands for normally open, which means that power does not flow thorough the relay until the alarm is triggered.

AI Software Setup

Please follow these steps to configure the AI software on the NVR.

From the DVR/ NVR main menu, select AI / Event.

On the AI / Event screen, do the following.

1.   Select More from the AI Event menu.

2.   Select the camera that you are applying the AI rule to from the camera dropdown.

3.   Select Line Crossing as the event type.

Next, do the following.

1.   Check the Enable Detection by IPC (IP Camera) checkbox.

2.   Check the Draw Line checkbox and draw your tripwire on the screen.

3.   Choose the direction of the traffic flow used to trigger the alarm. You can choose a single direction or both directions.

Next.

1.   Click on the Detection Target tab.

2.   Check Human for the detection target type. Uncheck Motor Vehicle and Non-motor Vehicle as they are not applicable in this case.

1.   Click on the Trigger Mode tab.

2.   Click on the Alarm Out Configure button. Please note that you may setup additional alarm triggers on this screen such as image snapshot, mobile app push notification, alarm buzzer, pop-up video, and email alerts.

On the DVR alarm output screen, select the alarm output that your light (or other device) is connected to from the window on the left and click on the arrows (>>) to put the alarm output on the right window. Then, check the checkbox next to it.

Click OK. Then, click Apply in the lower right.

You may then close all of the DVR / NVR configurations screens and return to the live view of your security cameras.

AI Software / Object Detection Visualization

On the live security camera view of your recorder, double click on the camera that you are using for this alarm project to show that camera’s live view full screen. You can enable the AI / Object Visualizations by clicking on the above icon.

 

When you enable the AI software visualizations on the live camera view, a few things happen.

1.   The alarm event window opens on the right. When your security camera detects the event that you configured, a snapshot image will appear in that screen to document the event.

2.   All objects that the system is able to detect will be outlined. Please note above that I am outlined with that yellow box because the AI software is detecting me as a human. The cars in the background are outlined in purple. Even though we are only using people detection for our alarm, the NVR software still outlines the other object types that it recognizes.

3.   The line crossing / virtual trip wire is shows in red. And the A->B traffic flow that I setup it also shown

Trigger Alarm Output from iPhone App

This is how you can manually trigger (turn on) the alarm relay output on the DVR from the iPhone app. Please note that the Android mobile app is identical to the iPhone all in looks and functionality. They are exactly the same app.

1.   Tap the menu icon in the lower right (the icon with the 3 dots…).

2.   Tap Manual Alarm.

3.   Tap the Alarm Output that you want to trigger / enable.

People are moving away from outdated DVRs in analog CCTV world to a more standardized and scalable IP video storage environment. The trends which are paving way for the demise of DVR in video surveillance field are as follows-

Edge Storage significance- People are nowadays going with the best available technology for their surveillance needs and are showing a lot of interest on edge based surveillance cameras. For this reason, IP camera vendors are getting busy in increasing the storage capacity of their SD/MicroSD Card driven network cameras. In next five years, there is a possibility that IP cameras with 1TB on-board video storage will be available to serve the purpose of Edge based video surveillance. There is a leeway that these edge storage enabled cameras can be used as standalone surveillance devices or in conjugation with a centrally located video storage solution, in order to achieve failover redundancy.

Network Attached Storage high availability will also play a vital role in the demise of the DVR. Interestingly, this deployment can be used in conjugation as a standalone archiving solution or in conjugation with an edge based network device. In case of small surveillance projects, both SD card and NAS storage systems will be good deployment solutions. Usually, these solutions will be a perfect match to analog technology deployment standards employed in retail stores or in offices.

Lower cost per Gigabyte of storage drives is the next trend which may pave way for the death of DVR. IT sector will find a strong focus from big data manufacturers on physical security and its associated video management system plus video analytics. The need for longer video storage periods and higher quality of video will also increase the need of higher storage capacity devices. People will then have the flexibility to just dump the appliance and go with reference architecture from the server manufacture. Again this centralized storage approach will also pair up with edge or intermediary secondary storage such as decentralized cameras, which are a perfect solution in environments where failover and bandwidth issues remain as main criterion.

Migration to cloud by IT sector will also pave way for the demise of DVR, as hosted video surveillance services will be on high demand. With existing partnerships in between software, camera hardware and cloud service providers getting strong; a fast, easily accessible and scalable solution for network video will be on high demand. Multi-location gas stations, retail sectors and quick server organizations have already become patrons of cloud based video surveillance storage. Seeing the secure central access enabled video approach, many large and mid-range organizations which have operations in geographically separated environments will go for cloud approach. As cloud based video surveillance cuts down the number of IT staff, its craze will double up by end of 2021.

If you are end-user then you may make question “if somebody destroy or theft my NVR/DVR then how we get video footage”. Question is very much true. Analog camera store / record there motion event on DVR & IP Camera store / record there NVR, some IP camera store limited data to there internal microSD card.
Or, Is there a camera that saves the footage on a host with FTP? Can I use my computer to store surveillance videos or footage? Are there any cameras that support cloud storage? Is there any camera that has a built-in memory card?

Or, you may say I am looking for a camera that can store up to a few days of data or a camera that uploads footage offsite or to a cloud or server.
How Can you Store Footage and Video Recordings
Generally speaking, you can store footage and recordings on an SD card, cloud, NVRs/DVRs, FTP or NAS. It comes down to what you are looking for. That being said , it’s still very important to weigh on differences and conveniences of each solution to narrow down growing pool of models available and find the best match.
·         Option 1. Micro SD Card
·         Option 2. NVRs/DVRs
·         Option 3. FTP Server
·         Option 4. Cloud-Based Storage
·         Option 5. Workstation Computer

Option 1. Micro SD Card

People will be opting for onboard SD storage when they are just looking for cameras that save motion-triggered footage or don’t want to subscribe to cloud service. For example, users said
“I want to store footage locally instead of uploading to a cloud or getting a DVR/NVR.”
“I intend to keep and save footage but don’t want to subscribe to a cloud service for storage. “
Or people who are looking for cameras that will be used in a location where internet access is limited but still want to store motion-based footage. For example, one user explained that
“I have a rural property and only have power at the house and barn. Best option would be a motion activated cam outside that I could attach to a tree. Wifi at my house is only available very close to the house and we are on satellite internet, so no real broadband for cloud solutions.”

Option 2. NVR's/DVR's

If you are looking for a security system that can record video constantly and be able to save weeks of footages, standalone NVR's/DVR's with a built-in hard drive are what you need. For example, users expressed their needs, saying
“No need for motion activation but constant recording. And must have ability to review footage without needing to pause or stop recording”, “I need 30-day non-stop recording and want to record and save more than 3 cameras’ footages to a hard drive”
NVRs/DVRs are not just for storage, they are also embedded with the operating system to multi-task including managing multiple cameras simultaneously, motion-triggered recording & alarm, scheduling recording, 24/7 recording.
NVRs can also be accessed remotely from a Smartphone, tablet or personal computer.
One piece of advice after buying NVRs/DVRs would be keeping them safe from burglars orthieves as well as backing them up regularly to FTP server if needed.

Option 3. FTP Server

FTP server is a great footage storage option for those who have a reservation for cloud storage but don’t want local network drive or built-in memory card. For example, many homeowners expressed their thoughts on , saying
“I don’t want to go down the road of paying for monthly memberships to a cloud storage option for recording. I am looking for FTP or some other generic protocol method that is NOT a subscription based ‘cloud’ solution.”
Or
“I would like to save the footage on a host with FTP instead of storing the footage on a local network drive that could just be taken. or I have a FTP server and want to manage the footages or videos on FTP server, configuring security cameras to upload event-based recordings or snapshot or recorded images and videos to a FTP server.”
FTP server is, without any doubt, a good solution. Security cameras such as Reolink cameras are proving to be increasingly popular with homeowners. Many Reolink security cameras do support FTP storage, both motion-based footage and constant video recordings.

Option 4. Cloud-Based Storage

Cloud-based storage is gaining popularity among users who are looking for an alternative to NVR/DVR, SD card, and NAS and there are growing numbers of cloud-based video surveillance cameras and IP camera with cloud storage available on the market.
Cloud-based storage is relatively convenient and safer; however, cloud services are commonly charged and require a varied monthly subscription fee.
Cloud-based storage is also potentially putting a strain on the home network by putting pressure on network bandwidth, as well as compromising photo or video quality to achieve optimal performance.

Option 5. Workstation Computer

Of course, you can always turn your personal computer into a storage unit by configuring storage path to your computer; however, massive data storage could slow your computer down and eat up storage space rapidly.
Not only that, CCTV forage auditing you can do from computer. You need window license based software only. That software takes screenshot of your open Camera Viewing window. CCTV video footage should be audited daily; several times a day if need be. Depending on the requirements, auditing of CCTV footage of critical cameras on a daily basis must become an SOP. Auditing will help relevant stakeholders to ‘discover’ the 'unknown'. Auditing as an activity may be manual, it may be post-facto, but it is a very dedicated and systematic process, which helps address some of the challenges of live monitoring (video blindness, poor attention span, boredom, bias, fatigue etc.), as well as the challenges related to alert-based systems (how often has one faced false alerts, or what is called the ‘cry-wolf’ effect). Auditing will help discover issues as mentioned above as well as in identifying and analysing threats and hazards (THIRA/HIRA) of various kinds. Auditing CCTV video footage will also be extremely helpful in waste reduction and following the 5S philosophy, i.e. sort, set, shine, standardize and sustain (all part of Six Sigma practices).  Moreover, in case of an accident/incident, relevant authorities can analyse CCTV video footage to determine whether implementing or improving existing policies, procedures, and processes could help reduce the potential for future occurrences.

The Tradeoff

There’s no right answer here. It’s really a matter of preference and there are plenty of models out there to suit either taste. Understanding each footage storage option will help you narrow down the growing pool of models available today and it will help you understand the features that matter to you most. Camera saw everything, but we can’t see what camera saw.
